- Did you perform the upgrade from Windows 8 or Windows 8.1 Preview?
- Have you installed all the Windows Updates including the driver and firmware updates before installing Windows 8.1?
- What is the make and model of the computer?
The issue may occur due to any hardware compatibility.
If you are unable to login or boot to normal mode due to USB devices issue, you need to boot from the Windows 8 media and check if you can perform a System Restore.
If not , you need to perform a Refresh or Reset of the computer and check.

Note: Apps you installed from websites and DVDs will be removed. Apps that came with your PC and apps you installed from the
Windows Store will be reinstalled. Windows puts a list of removed apps on your desktop after refreshing your PC.
When you perform Refresh or Reset of the PC, there are chances of losing data.
