I'm concerned about having a machine in a broken state going forward, though.

here's what I ran:

 get error 87 when I run the above statement in command prompt running as admin.

Make sure that the cmd window title is:  Administrator: Command Prompt.

Also, I don't think case is a factor but all the help does show it so it may be an idea to fix that too.

Here is another related command which could give you more information

    Dism.exe  /Online  /Cleanup-Image /AnalyzeComponentStore

Otherwise use the  DISM.log  to find out what is going on.  You could also run ProcMon to help find and supplement any other diagnostics which are available.

    Thanks for this information. I had previously managed to install KB2919355 but had been plagued with the /RestoreHealth problem ever since. I installed the June Patch Tuesday updates and then tried /RestoreHealth. Same error message. I then downloaded and successfully installed KB2969339 which was not offered via Windows Update as a critical or optional update.

    I then rebooted and ran /RestoreHealth again. This time the result was: "The restore operation completed successfully. The component store corruption was repaired."

    I'm glad that the update worked out for you as well.  It's strange that KB2969339 was not automatically offered to you in Tuesdays batch of updates as it was for me.  Perhaps it's because I have a 32-bit system?

    Component store has been fixed for me as well! no more errror 0x800f01f! I'm so happy I hanged in there and relied on MS to fix this instead of doing repairs/restall etc.

    Hey Ronnie - looks like today's update fixed my dism restorehealth issue!!! Yeah!!! I ran dism restorehealth and the component store was repaired without any issues. For curiosity-sake I checked the dism log and it looked exactly like my old logs - there is still a bunch of Chinese characters - not sure what's going on with that, but I never checked log previously so that may have always been there??

    I then ran sfc /scannow and there were no integrity violations!! I checked the CBS log and it does show a repair of 1 CSI payload corruption. When I checked this log with the previous dism errors it never showed any corruption.

    So in any event, I can't explain everything, but dism restorehealth and sfc /scannow came back clean without errors, so I'm happy. It appears Microsoft heard the calls - though they would make it easier on us if they let us know they heard our calls and we're working the fix. Thanks again for all of your help - I greatly appreciate it.

    Before I installed today's updates, I looked at the Knowledge Base articles for each one.  I noticed that one of the updates was "allegedly" to fix an issue "Error 0x80073712 when you install update 2919355 in Windows 8.1 or Windows Server 2012 R2".  It said This issue occurs because a new component in update 2919355 contains a file version that is later than the file version that was already installed on the computer and that Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.  Of course it said nothing about the DISM issues, but here is the link to the article: http://support.microsoft.com/kb/2969339

    If this indeed solves the DISM problem for you and others, it confirms my prediction that MS would kind of sneak the fix into an update without making a big issue out of it, even though it caused big issues for many users.

    What I find curious is that there is never any date information before that corruption, so we have no idea whether what is there is what was there since the OS was created or if it is something later.

    However, this reminds me of a suggestion I once made about this symptom but never had any feedback for.   The idea was to use Powershell  to find out how many lines were being detected in that file, then try to output just the last few, which as far as I can tell now have a timestamp on every record.  Interestingly, my DISM.log starts before I bought my machine.  So, it looks as if it would have to be started when the OS was built.  But in my case W8.1 was built-in and all DISM.log records have timestamps.

    I'm sure there will be a more elegant "all Powershell" method of doing this but here essentially is a demonstration of how it could work:
