I'm concerned about having a machine in a broken state going forward, though.

here's what I ran:

 get error 87 when I run the above statement in command prompt running as admin.

Make sure that the cmd window title is:  Administrator: Command Prompt.

Also, I don't think case is a factor but all the help does show it so it may be an idea to fix that too.

Here is another related command which could give you more information

    Dism.exe  /Online  /Cleanup-Image /AnalyzeComponentStore

Otherwise use the  DISM.log  to find out what is going on.  You could also run ProcMon to help find and supplement any other diagnostics which are available.

    I'm concerned about having a machine in a broken state going forward, though.

    here's what I ran:

    C:\Windows\Logs\CBS>dism /online /cleanup-image /restoreHealth

    any idea what's going on?

    What's going on is that you're running the command from the wrong location,

    You need to be in C:\Windows\System32, not C:\Windows\Logs\CBS

    Do the following to run the command properly.

    1. Right click the Start button and go to Command Prompt (Admin).
    2. Copy / paste: DISM.exe/Online /Cleanup-image /Restorehealth and hit Enter.

    To paste the command, right click the button top left and go to Edit followed by Paste. Here's screenshot.

    Billchitbill is correct:

    1. had already run chkdsk /f, no issues
    2. had already run sfc /scannow, no issues
    3. had booted in safe mode with network access
    4. had tried a million other things I'd seen on this forum and on eightforums.com

    was worried that this will prevent future updates since this is the new baseline.  After spending many hours on it, I gave up & reinstalled.  Thanks, MS.

    I've been running those commands endlessly forever,

    nothing is wrong, but *something* is wrong.

    sfc is fine

    chkdsk is fine.

    Scanhealth and checkhealth say "repairable"

    Only "restorehealth" totally dies.

    I have read access to c:\recovery.

    The summary of the OP is excellent.

    as to "why", I could not, no matter what, install the windows update KB2919355.

    It installed finally using DISM.

    Windows Update (apparently) works great now,

    But DISM insists something is wrong, it just cannot find what it is or where it is.

    0x800f081f or numbers similar (that was from memory).
