Windows 8 Professional (NOT PREVIEW) does not show the Windows 8.1 Update on the Store. Instead the Store, as usual, begins with Spotlight and not Windows.
These additional (perhaps related) issues are present:
The following have been tried:
- Clean boot and installation of US Language Pack (couldn't do it)
- Windows 8.1 Upgrade Assistant
Fixes achieved:
--- Being unable to install the US Language Pack (KB2607607)
--- Windows Update issue where there was a repeating install of one update and no updates listed as having been installed ever (it's still not 100%, however, with updates failing on reboot)
--- Program and Features > "Turn Windows Features on and off" previously showed an empty white box with NO "Please Wait..."
CONCLUSION
My problem with failures to install ANY Windows 8 updates that install when the computer reboots seems to have been caused by the Software Protection service failing to start properly.
In the Windows Update issue post, see that my only resolution was to burn a Windows 8 DVD and then do Setup, and to only leave behind my data. This fixed the issue first time. Yes it was hassle, but it took a lot less time to get my computer back up and running and installing updates (which let's face it, is worth about as much as getting 8.1 to show up in the store).
See that post for information on how to check if you have the same problem as me, ie the Software Protection service isn't running and fails to start with an Access Denied error.

Well i eventually upgraded, i had to do a windows refresh from advance startup options
My case:
on both laptop, desktop , different legit keys of course.
On my laptop I can upgrade to 8.1 without any issue.

You might try running slmgr.vbs -upk to "uninstall" the product key and then re-install it using slmgr.vbs -ipk Key Obviously you'll have to activate windows again after this command. It's just something to try, I'm not sure it'll work.

I realize this is talking about Windows 7 and KMS/MAK Activation but it might help with your error.

Unfortunately, same error as before re: the service for that command, and the one in the KB. I do think that the failure of this service to start has a bearing on this. My next step is to try and install each update individually and see how far I can get.

A new problem, apparently more serious.
When re-activating Windows 8 (see above), this being after a Refresh, I get this error:
Access Denied; A process has requested access to an object, but has not been granted those access rights." 0xC0000022
I checked in Services.msc to see if there are any other services (remembering, this is after a Refresh!) that are set to start Automatically but have not Started after a reboot:
NVidia Display Driver Service (so what)
Software Protection
...and that's all.
So there's something odd up with that Software Protection Component, and, as is noted in other places, I wonder if that's why the updates are not installing - because Windows 8 does not think that it's a genuine copy?
I note in this post [http://www.windows7newsinfo.com/smf/index.php?topic=5862.0;wap2] that this can result if a Group Policy is applied to the object. This is something that I know happened on this machine, as it ONCE had my business username on it, and I had to change security settings and all that jazz. However, as to whether this part of functionality / the registry was affected, I don't know...
