yes its the internet provider problem.
What does that mean? The ISP is caching the file? Incompletely? Obsoletely? Perhaps you could have tried using HTTPS instead. No caching possible then.

I am getting error code 0x80240031 during download of Windows 8.1 for 50% of Downloading. Can anybody help me fix this?

2014-05-05T20:14:37+00:00 I was having trouble downloading the program from Windows 8.1 and, without my account was making a big mistake for which I did not lose the program and I went out the error code 0x80240031 and this was my big mistake ... if you try to download Windows 8.1 using your cell phone as a modem, YOU CAN'T NEVER DOWNLOAD tHE PROGRAM AND YOU'LL HAVE THE ERROR CODE. If you use a regular connection (such as DSL or normal) may download the Windows 8.1 without any problems.
