What does that mean? The ISP is caching the file? Incompletely? Obsoletely? Perhaps you could have tried using HTTPS instead. No caching possible then.

I am getting error code 0x80240031 during download of Windows 8.1 for 50% of Downloading. Can anybody help me fix this?

yes its the internet provider problem. I too then went to my friend's place to update win 8 and it was downloaded successfully then.
I have all the updates and still get the error and no install of the update. this is so lame and frustrating!!!
Not true - I have a regular connection, but still cannot download it.
I was having trouble downloading the program from Windows 8.1 and, without my account was making a big mistake for which I did not lose the program and I went out the error code 0x80240031 and this was my big mistake ... if you try to download Windows 8.1 using your cell phone as a modem, YOU CAN'T NEVER DOWNLOAD tHE PROGRAM AND YOU'LL HAVE THE ERROR CODE. If you use a regular connection (such as DSL or normal) may download the Windows 8.1 without any problems.
