Error "Start PXE over IPv4" on startup on Windows 8

Original Title:   What is this delay in starting Windows 8????

When I turn on my laptop, instead of immediately going to the start page of windows 8, my screen is black with the Dell logo, and a message to the left that says 'Start PXE over IPv4'. after a good while it then says 'FXE-E18 Server Response Timeout'. then after another while, it says 'Start PXE over IPv6'. then after another minute or more wait it says, 'FXE-E16 no offer received', and the little spinning balls start spinning and the start page finally shows up? What is this delay in 'connection (it's probably a good 3 minutes, maybe more)? What does this mean?

Thank you for your kind words, although I think a few on here might disagree with you.  Sometimes a simple 2 or 3 sentence answer is more useful than links, screen grabs and pages of information.

Having made the hard disk the 1st boot device if you ever need to boot from DVD just press the F12 key and you get a one time boot device selector, far easier than changing things in the BIOS.

    He is assuming you have Windows actually booting.

    Once the computer has gone as far as it will during startup press and HOLD the power button until the laptop power light goes out. This actually completely shuts down the computer and prevents hibernation.

    The try to get into the BIOS again. It might even be worth plugging in an external USB keyboard and using that F2 key

    Undicimichelini...are you hitting the F2 key immediately upon turning on your machine? This is when you have to do it, before you get to your 'home' page, to get to the BIOS settings page...

    F2 is the key on a Dell and may be something different on your particular computer. Whichever key it is it needs to be pressed immediately after power up but not held down while switching on as this can generate a keyboard error. If it gets to the stage of reporting PXE Boot then that is too late.

    A list of the major manufacturers BIOS keys can be found here although it can be a bit confusing when a manufacturer has used different options at times.

    In most cases the actual setting is in the network card options. If PXE Boot is enabled on the NIC then it appears as an option in the boot order selection screen, in most cases if the NIC has it disabled it does not appear in the boot list.
