I run the SAS scan and there were some threats which I have removed. Elizabeth was right and I have unlocked the file but still no joy on getting properties up. I don't even get the security warning dialog box either now.

Hiya,
I cant get system properties up by any method, (I.E right clicking on my computer and selecting properties). This means I cant get to see any of the computer properties or system restore properties. I have done malware and virus checks and they have come back clear. Please Help

Tricky 300, when a file is downloaded, sometimes you have to right click, choose properties, and then choose Unblock, if it came from another pc. :)
OK, that is what happens when I transfer sysdm.cpl from one of my XP PCs to the other. If I click Open it opens System Properties. However, when I open it via (for example) Control Panel, this Open/Cancel box does not appear.
It seems that XP somehow takes exception (in some circumstances) to .cpl items coming from a different PC. I am going to investigate further, but in the meantime copy your original sysdm.cpl item back into C:\Windows\system32\dllcache and C:\Windows\system32
(in that order). You did take a copy as I advised didn't you?
Once you have done this just try getting into System Properties again and reply with the results. I will return.
I know that you have said that the PC is showing no malware but has it had an infection in the past? You could try running MBAM and SAS freebies as a double and triple check. Both are highly thought of by fellow contributors on this forum. You can always remove them afterwards if you want.

EDIT: Try rebooting before restoring your original and reboot again after restoring the original

done the download and saved the files in the relevant places and tried the different methods to access system properties and get this. when I click open I get nothing.

sorry it does not like a cut and paste on here. its a dialog box that is head SECURITY WARNING
It give the following
name: sysdm.cpl
Publisher: Unknown Publisher (in bold text)
Type: Control Panel extension
From: C:\windows\system32
then has 2 buttons with the option to open or cancel
