I've just installed the 8.1 Preview on a desktop. EDIT: 10/17/2013-this is also true for RTM. The Photos App has changed:

3. Live Tile functionality has disappeared.

Tiles are working, but images change only 1x per day. This needs to be a shorter period.

guys, the problem is more dire than whether or not someone will provide an app that has all the features that the current version of the photos app has. The problem is really that if MS is de-emphasizing libraries, homegroups, etc. then we can no longer count on any app that loads or saves photos pulling from the library locations or saving the the library save location.
This makes it much harder to deal with storing all your media in the same place on your network and having occasionally connected devices read the media only when connected and NOT have a local cache. The harddrive on a device like the surface is NOT large enough to have an offline cache of all your media if you have more than a small amount.
If MS is really yanking library support from the built in apps, then they need to tell us what we should be doing instead. And storing the files locally or putting everything on Skydrive are NOT valid answers to that question.
