Edit: The main thing I wanted to address was really just the issue of people stating that the Photos App doesn't even display content from your Pictures Library anymore. This is bizarre. All my SkyDrive pictures are offline, I have added their location to the Pictures library, but they do not show up in the app at all. They do however show on the live tile, which makes it all the more baffling. Would you mind uploading a screenshot of your Pictures Library Locations screen (Pictures Library -> Manage Libraries) please? Has anybody else managed to get "Available Offline" SkyDrive pictures/folders to show up in the Photos app (i.e. not just on the live tile)?

My situation is my Pictures Library points to a data drive (D: Drive) vs. my OS / Applications SSD drive (C: Drive). In this situation, the Photo App does not see any of my pictures. I can, however, click on a picture from my file browser and open it in the Photo App and proceed to scroll through my photos. But if I click on the escape/back arrow to take me to the main page I get a message no photos can be found.

Adding network locations to the Pictures Library did not work. You can not add them directly, because the location is not indexed and adding them using symlinks worked to add the location to the Pictures Library and to the Photos App, but caused the Photos App to crash when trying to access any of the content from the network location. As for using offline files, if you are referring to SkyDrive files available offline, I am. Again, I am not ignoring that the functionality has been removed. I just wanted to state this as what may be a temporary workaround for some, as it was for me, and to illustrate that, at least for me, the Photos App is displaying everything I have in my Pictures Library (because some people were stating that nothing was showing up in their Photos App. Not even their Pictures Library). This is bizarre. All my SkyDrive pictures are offline, I have added their location to the Pictures library, but they do not show up in the app at all.
