I've just installed the 8.1 Preview on a desktop. EDIT: 10/17/2013-this is also true for RTM. The Photos App has changed:

3. Live Tile functionality has disappeared.

Tiles are working, but images change only 1x per day. This needs to be a shorter period.

I'm glad I'm not the only one who thinks the Facebook app on Windows and Windows Phone is ugly. Sure it works, it's functional, but as with most things, that's not enough.
The UI and User experience is just garbage. It's fine having a consistent experience across all platforms, but not acceptable when the app looks like it was designed by a monkey.
Going off topic, but yeah, I believe this is Facebook's doing.
The 1 app I've found that remotely addresses the need in called File Brick, allowing access to Cloud/Web and Local files. It is not nearly as elegant as the old Photo App but does consolidate from 1 location. I continue to have issues with Facebook Timeline photos... it identifies the total number, but as I click through, it only accesses the very 1st photo I posted on Facebook and that is it (but does access all photos within my Facebook albums). Beyond that, all else seems accessible. The app consolidates all, not just photos, including music, etc... but it is still a click through file-like system... as I said, not as elegant.
