Network List Service Refuses to start.

When Checking Service Dependencies. The following error appears

Win32: A dynamic link library (DLL) initialization routine failed.

Windows Update is able to run and I am able to download all updates.

You're getting error 0x800f0906 because you have KB3022345 installed. Uninstall it by going to Programs and Features in Control Panel and then click the link to "View installed updates".

In the Search box top right, copy/paste (or type) KB3022345 and when it appears in the list, right click it and choose Uninstall.

    Hi Pervn,

    Did you re-install 8.1 Pro from an ISO image?

    I've always assumed that a reinstall of Windows will wipe out all the installed application programs (in C:\Program Files and in C:\ Program Files (x86) ), but not apps. Is that not the case?

    Hi Linney,

    Thank you for your message. I've followed the manual procedure referenced in your previous email (links http://support.microsoft.com/kb/928228#appliesto and http://support.microsoft.com/kb/929833) and replaced the two faulty Windows modules. I've then ran SFC; interestingly ApnDatabase.xml is no longer flagged as corrupted, but the locationprovider.inf module remains an unrepairable problem. I've then ran DISM; it came back again with the "Error: 0x800f0906 The source files could not be downloaded..."

    The manual replacement process clearly works, as it has repaired one of the two corrupted files. The manual process is a fairly tedious and potentially error prone one and I can not understand why this is not part of the SFC logic. I assume it would take a competent programmer less than a couple of days to implement this. 

    However, the issue with the second module and with DISM remains. Any thoughts would be much appreciated.

    I tried to do the DISM /restorehealth with Windows 8.1 Pro Update files downloaded to the laptop and pointing (using /source:) to the folder. DISM still did not find the files!

    Then I gave up and re-installed 8.1 Pro. I would have done that way earlier had I realized that it would keep my data and applications.  Why did nobody tell? The attempt to restore the files with DISM sucked but the 8.1 installation was smooth.

    Overall I was not impressed with the experience and the guidance on how to approach the problem in the most timely and cost efficient manner. I am still thankful to the support engineers and MVPs that support the community. Thank you!

    These are the details of files posted.  I can't confirm details of versions for LocationProvider.inf because Windows isn't telling me that, only can I say it is the latest available version.
