I want to report a similar problem also, except in my case it is using up my cpu resources. My laptop is pretty fast however this set of services (UPnP Device Host, Time Broker, SSDP Discovery and Function Discovery Resource
Publication) all under the Service Host: Local Service (No Impersonation) (4), uses up 64 percent of my CPU. I first realize this problem because i could hear my fan running at really high speed even when all my apps were closed.
This issue only started recently in the past month and though I cannot pinpoint the exact date, I can saw that I did install the latest MS updates for windows 8 in the last month. Also it seems to do this whenever I run an internet app (can't say for sure)
but even after the app is close it continues to run until i manually stop the service.
Btw: I have a Dell SXPS w/ Window 8 pro (manually installed)
I have a similar problem to this running on a dell inspiron 15 rwith windows 8 installed and very high cpu usage 97%!

What worked for me was the following steps:
- started task manager on the performance tab
- Started shutting down each app one by one and waiting for system to stabilise after each
- Found that it was Windows media player playing an unknown album.
- Shut down windows media player and cpu dropped immediately and also my network (wifi) reduced dramatically.
- managed to reproduce this again.
