It worked for me.
I pressed Cap Lock, and then let go of the button. The cap lock light comes on.
I then press Esc.
The blue outline is gone! Hurray!
Thanks
Windows Key + Enter will turn it off

Exiting Narrator
There are also different ways to exit Narrator. These are the two shortcuts many people prefer:
+Enter.
and
Volume Up button together.i had to press caps lock & esc 3 times nothing will appear until around 5 mins then i tried it worked without indication that the boxes were gone! i hope you find this usful with windows 8!!
Some solutions posted here seem to work for Windows 10 Home (my version), others work for Pro. I posted my fix a couple of weeks ago. Hope it helps you- see below
Solution 1) from Settings, type "narrator" into search window ("narrator" was not on menu I was looking at). "Switch narrator on or off" then pops up, select "off". Simple. Quick. Thank you. Here's a different solution in case the previous one doesn't work for you. (2) I had gone to Windows Support and they led me to control panel, then ease of use, quick access, and then turn off "always scan this section". Good luck, an incredibly annoying "feature" .

Dear KeninMaLean
Thank you so much for your detail explanation. If we hit “Ctrl+Esc”
, blue line will disappear, but if you turn off and turn on, you might see blue line again, so we should find “Narrator setting” eg. search in search box, and switch Narrator to “OFF” position.
have a nice days,
