It worked for me.
I pressed Cap Lock, and then let go of the button. The cap lock light comes on.
I then press Esc.
The blue outline is gone! Hurray!
Thanks
Windows Key + Enter will turn it off

Exiting Narrator
There are also different ways to exit Narrator. These are the two shortcuts many people prefer:
+Enter.

None of these suggestions helped me with Windows 10 blue box including suggestions to turn off "show translucent Selection Rectangle" which I couldn't find. I called MS Support. They turned off a tic mark in a box on my pc labeled "Always scan this sect" under "quick access to...." under "Ease of Use" under "Control Panel". Hope this helps 3/22/18
In other words:
Click control panel
Click ease of use
Click quick access to
in the box "always scan this sect" turn off the tic mark
