"application has been blocked from accessing graphics hardware"

recently every time i use a program that use my gpu( I have optimus technology so it switch when needed etc...) I get the error message " application has been blocked from accessing graphics hardware", the internet does not seem to be very helpful about this problem, does anybody know what causes it/how i can fix it ????

    Nice pat answer. Too bad it is pretty much totally wrong. This issue happens even when the computer had been completely installed clean. 

    Please tell us how to completely disabled this behavior. I don't want it, I want to play my game. It is that simple. I don't want Microsoft making it difficult for me to use my computer for any reason at all. I don't want a message that pops up telling me "your graphics driver has crashed and recovered". It OBVIOUSLY has not recovered or it would be working and you couldn't show me that message. I most certainly do not want my operating system blocking access to my graphics hardware.  

    The issue is far more significant that "just load new drivers". It is consistent across installations regardless of how clean those installs are.

    Well that did not work :( I have found out that it is a driver problem but i can't find the root of the problem :/ I have tried downloading older drivers but the problem is still there i wonder if it is the GeForce experience there is the problem.

    i downclocked "core clock" from 672 to 522

    and " memory clock" from 900 to 600

    my card is GetForce GT 540M 

    this is the setting i'm currently using and the second pic is the default setting
