USB port does not detect cell phone

I have a Samsung Infuse SGH - I997 cell phone.  I have downloaded the software from Samsung with drivers and have installed it on my laptop running Windows 7 SP1.  When I connect the phone to the USB port it charges but Windows does not detect the phone to install the device driver.  I have tried other USB devices and the ports work for each on I tried except for the cell phone.  Is there something I can do so I can download pictures from my cell phone onto my laptop?

    Reboot your laptop and begin tapping F8 key

    Select Safe Mode with Networking

    Retry connecting phone

    Perform clean boot if the above fails

    Under More Information in the document, it tells you how to troubleshoot to determine what's causing the problem.  You'll also find the directions to return the system to Normal Boot.

    This does not work.  I open Kies Mini, connect my cell phone and select firmware update.  Nothing happens.  The computer does not detect the cell phone.  Therefore, I cannot update the firmware.

    But, the laptop will not, correct?

    Have you tried opening Device Manager

    Then plug the cellphone into the laptop

    A ? should appear in Device Manager

    Right click on it and install the driver

    If you know the location where the driver is stored, select the location of the hard drive where the driver file is stored to begin the installation

    Reboot when finished

    Try turning Bluetooth on make device discoverable. Scan for devices.
