I have installed windows 8 pro on my laptop but i am unable to create pin password or picture password. while creating pin password it gives error message Error occurred while capturing your pin , please try again later and while creating picture password it gives error message enrolement faillure. Problem persist even after creating other account/local account. Please help. I have already paid Rs.2000 for this windows 8, please solve my problem

Well, finally found the solution after 3 days of research.
Credential Manager Service was disabled.
Now you should be able to change/create the pin. Reply back if problem persist.

Sorry for late response.
From the above replies I understand that you tried all the suggestions mentioned in previous replies and none worked. This issue may occur due to Windows image corruption, if the Windows image is corrupted we can restore the Windows image using DISM (Deployment Image Servicing and Management) tool. Follow the steps mentioned in the link below (under Resolution topic) and Check if it helps.

If you haven't tried to change PIN by creating new user account, please try to create a new user account and try to change the PIN.

Pardon my being frank:
You mean re-format and re-install Windows 8.1 as other users have done already, only to have the exact same problem exist from a fresh install. And my product key-- are you referring to the one the system will refuse to recognize because it's already been installed once? And then I am to spend 2 entire days backing up all my data, reinstalling all the programs on my system, and hoping they can access and recognize the data and still function. That is the solution? Rather than Windows 8 being able to repair itself as any good program should?
As opposed to: Microsoft digging in to the code and finding out what is causing the system to refuse to accept a new pin number or portrait?
Brian, THIS IS A BUG in the Windows operating system. So rather than telling customers to jump through hoops, how about Microsoft fixing its product and providing that fix so that these functions work for everyone? We are discussing login security. It should work for every computer on the market that uses Windows 8.1... no excuses.
And no, with respect, I have no intention of totally formatting my hard drive and completely reinstalling Windows 8.1, all my programs and all my data... only to still have the pin number not work. Read the customer responses. Others have tried that and it STILL HASN'T WORKED.
Microsoft needs to figure out why that is the case. This is Microsoft's responsibility to locate and fix... not ours. We PAID for the program. It's Microsoft's responsibility to debug and fix it.

Since the issue still persists, it would be best to delete the existing partitions and reformat the whole hard drive then re-install the Windows 8.1. Please make sure that you have the product key with you and all the files are backed up before performing the clean install.
