Well, finally found the solution after 3 days of research.

Credential Manager Service was disabled.

  1. Go to RUN (Win Key + R)
  2. Type services.msc
  3. Scroll down to Credential Mnager Service
  4. Right click and go to properties and change the StartUp type to Automatic
  5. Start the service

Now you should be able to change/create the pin. Reply back if problem persist.

Hi Jeff,

Sorry for late response.

From the above replies I understand that you tried all the suggestions mentioned in previous replies and none worked. This issue may occur due to Windows image corruption, if the Windows image is corrupted we can restore the Windows image using DISM (Deployment Image Servicing and Management) tool. Follow the steps mentioned in the link below (under Resolution topic) and Check if it helps.

So basically the answer is:   totally reinstall Windows 8... a process that takes several hours, if not days by the time we re-install all programs.

It amazes me that Windows cannot locate and repair all errors on the fly... or that re-installing Windows results in destruction of all user programs and data to the point a backup has to be made and all programs reinstalled.

It's like having a spark plug wire going out on your car and the mechanic saying, "Those can't be replaced.  You need to install a new engine."

By the definition, this is not considered, "User-friendly".

This is why I don't upgrade to Windows 10.   Since it takes over the very boot process of the computer, removingthe ability to boot under any system but Windows 10... it removes any possibility of emergency restore, reverting to a prior version of Windows, or installing a different operating system altogether.

In my experience, this kind of coding is commonly called "hacking a system".

And yeah, I know Windows 10 isn't the subject of this thread.  Windows X.X not working and not being repairable is the subject of this thread.

I agree with Wayfinder,  this is just crazy,  all I want to do is either remove my pin or change it..........shouldn't be that tough!
