I was getting this error code as I was attempting to install an application from the Marketplace. The application will download perfectly, but when it tries to install the application, it would continuously give me this same error code. This occurred on multiple application installation attempts, so I know it is not a problem with one specific application that I am attempting to install. I am completely lost on what in the world this might be. I need help here.

change the option to store any new application to Phone memory and try installing again. it looks like the provider would have restricted the application to install only in phone memory. but as we set the new app install to SD memory will have an impact. for me it resolved the error message.
that might work but really a screwed up resolution to a problem. By having to use data that aint free, instead of using a wifi connection is insane. All my apps have been downloaded and installed by wifi but all of a sudden it wants to do this crap. i would throw this windows phone crap in the trash if i had another phone to go to. Over 15 different threads on this single error code PROVES windows phones are trash and the software and support staff really has no clue what they doing.
I have already done what you have mentioned above, its showing same error in Lumina 535 when i tried to install any app from store. I have see lots of threats regarding this issue please solve the issue asap.

Turn off wireless and bluetooth and download using data - it worked for me!
This was the only thing that worked for me after 1 trillion times. I will drink a beer in your honor. Your discovery, for me at least, saved me paying for a new phone.
Also cannot install updates with that error. Have tried resetting, restoring via tool, and changing install location to sad. All are failing with the error code. Spent at least 10 hour trying this. Installs seem to be broken (newly purchased 640 xl downgraded from broken 950).
