What does the error code c101b000 represent?
I was getting this error code as I was attempting to install an application from the Marketplace. The application will download perfectly, but when it tries to install the application, it would continuously give me this same error code. This occurred on multiple application installation attempts, so I know it is not a problem with one specific application that I am attempting to install. I am completely lost on what in the world this might be. I need help here.

Looks like everyone around the world is having the same problem today.

I'm not too sure as to why it is on Xbox.com, sadly that is something left to the web developers at Microsoft. The Phone's marketplace uses the Xbox Live service as a gateway, I think they just grouped everything together on Xbox.com because of that.

Make Error Codes on Windows Phones an active link, so when there are problems (eg error code: c101b000 - problems installing mobile phone aps) users can press/click on the error code and a message will go directly to the Windows Development Team alerting them that there is a software problem. It would also be good if after Microsoft were alerted to the problem they automatically returned a message to the sender with what the code meant and any other info (eg Microsoft were aware of a problem and that they would confirm when things were OK again). On the weekend of 13th July 2013 thousands of people around the world had the same problem with error code c101b000 and some complained on the forum site, but no-one knew why and were suggesting all sorts of things (eg turning wi fi off and on, taking out the mobile phone battery etc - none of which would have solved the problem). No-one knew what was going on and it took Windows some time to find out - by then thousands of people had been unable to install/update aps for a couple of days.

2013-07-13T22:55:08+00:00 I can confirm successful install of two app updates in a row using ONLY my cellular data connection, no other data connections (nor Bluetooth. NFC etc.). My cellular data connection is at medium strength.
It almost seems as if there's some relation between a successful install and the speed with which the update is arriving on the Phone.
These two updates would not install previously over WiFi.
The first app I updated in this manner was Whatsapp (6Mb), second was HERE Transit (8Mb).
Installed them one by one.
Edit:
Installed the 3rd app update (HERE drive beta @ 9Mb) through WiFi without any problem. Possibly the issue has been resolved, or I just got lucky this time, in any case, Xbox Marketplace still mentions an issue with app updates for Windows Phone.

If by club you mean this site, then this is actually the best 'club' to be in if you're looking for an answer.
If you mean Microsoft as a whole is the wrong club, then you're not helping anyone here that's looking for answers. After all, this site is called "answers".
Back ontopic. Am installing the second app update through my regular dataconnection right now, will keep you guys posted.
In case it makes any difference, before I did my last successful app update install I:
- cancelled (not pause) all downloads that had been started (in other words: cleared the "downloads" screen)
- disabled WiFi, NFC, Bluetooth etc., all except the basic data connection
- rebooted the Phone (keep the power button pressed for a few seconds until it asks to slide down to turn it off, then do so and start it again)
all previously disabled services should still be disabled when it reboots
- entered my sim password
- went immediately to the store and started only 1 download
- wait for it, takes much longer without WiFi
- switched to this site a couple of times and loaded a few pages (that didn't interfere with a successful download)
voila, it installed
