I ran into the same problem today: my NEW computer would not start and was constantly rebooting in loop. Every time it found same error. Here’s what I done and it helped (so far it’s been a day with no problems):
1. When PC started rebooting again I continuously pressed F8. It did not opened any windows or gave me any options but for some reason it let the Windows 8 Pro to start as normal.
2. I went to Control Panel > System and security > Find and fix problems > Find problems with Windows Update. When I completed “Find problems with Windows Update” my screen resolution went to 1024 x 740 (or something like that). I could not figure out what happened but when I went into “Devise Manager” it told me that the Driver for my GeForce GTX 650 has problems and may not be compatible.
3. I went into NVIDIA website and downloaded the Driver for my graphic card. This time I made sure it is compatible with W8 Pro. I installed the driver and PC runs smoothly so far.
Hope it helps. I’ve restarted my PC a few times now and so far it does not give me any errors.
