Hi,
Here is my troubleshooter for the StartUpRepairOffline issue which may help though it can be
a very serious issue. I would definitely check the drive, if possible, with those boot disks you
are making however this issue may prevent them from properly accessing the drive.
Yes this could be a cable problem however it is more likely to be the hard drive or even other
hardware. If you buy a new hard drive and that does not solve the issue, though in many
cases it would, the drive could still be used internally or externally, with a USB case, in
another computer. Of course you could first try to format and re-unstall Windows on the
old drive. That removes everything from the drive. Even if that works the drive should be
consider suspect since we don't know the root causeof the issue.
This could be a serious error and need tech support from a real computer shop (not leeks and peeks
at a BestBuy or other BigBox Stores) or your System maker's Support.
Go into Setup/Settings (BIOS/CMOS) often F2 as you boot so watch screen as you startup. Set the
boot order to CD/DVD to use Vista disks. Remember to set back when done.
With a Vista or Repair disk try Startup Repair - (the possible fixes are same as these though the titles
are named differently.)

If you do not have a Vista disk you can borrow a friends as they are not copy protected. Your
System maker will also sell the physical DVD cheap since you already own Windows. Also you
can make a repair disk on another computer.

Also from the COMMAND PROMPT of Recovery Console (if possible) or a Vista disk
SFC /scannow
Hit Enter
and after that runs
chkdsk /f /r
Hit Enter
( Spaces between C and / k and / and f and / )
Retry Startup Repair after Chkdsk.
If needed after those you can retry System Restore from the Recovery or Vista disk.
