Background Intelligent Transfer Service is missing in XP

Hi

I have been having problems installing updates from Microsoft Updates and looking at the error messages it tells me I need to check the properties of Background Intelligent Transfer Service but when I search this file it is missing,

How do I replace this missing file and how do i see any other registry files are missing?

I have XP Home Edition which I have just upgraded to SP3.  Windows Update has stopped working.  It has 27 files for me but they all fail to install.  There is no sign of BITS when I run services.msc, in either the Standard or Extended tabs. 

This method did not work for me, things go off track right from the start because when I run  %windir%\System32\rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 %windir%\inf\qmgr.inf it asks me for the original XP SP3 disc.  But my disc is only SP1. 

When I put that in and point the program at it, it copies a couple of files even though the target files being overwritten are newer than the ones on the disc, but then says it cannot copy a file with a name like bitsprix. 

This problem has occupied a ridiculous amount of time.  Can anyone please help?

Please do the following.

Open the Windows Search tool, copy/paste the following and then click Search: qmgr.dll

Search should show that file in the following locations:

C:\WINDOWS\system32

C:\WINDOWS\ServicePackFiles\i386

C:\WINDOWS\system32\bits

You may only see qmgr.dll in C:\WINDOWS\system32.

Go to Start, Run and copy/paste: regsvr32 qmgr.dll and click OK

Do the same with this file: regsvr32 qmgrprxy.dll

Reboot the system and then copy/paste this command into the Run field:

%windir%\System32\rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 %windir%\inf\qmgr.inf

If you're prompted to insert the Windows installation CD, ignore that and in the dialog box at the bottom, change the path to C:\WINDOWS\ServicePackFiles\i386

** Change the path to C:\WINDOWS\system32 if qmgr.dll was only present in that location.**

Restart the PC again and then go to Services and you should be able to see BITS in the list.

Double click it and then on the General tab, click the Start button to try and start the service manually. This is just a test to ensure that it's working correctly.

If you get Error 2: cannot find the file specified, go to Start, then Run again and copy/paste the following command and then click OK:

Reg add HKLM\SYSTEM\CurrentControlSet\Services\BITS\Parameters /v ServiceDll /t REG_EXPAND_SZ /d %windir%\System32\qmgr.dll

Reboot again and then try once more to start BITS. It should work properly now, but in the unlikely event that it fails again, run the following command and then hit Enter:

Reg add HKLM\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup

Reboot once more and then do the following.

Go to this link and install the  IE8 cumulative December update:

If you use IE7, use this link instead:

http://www.microsoft.com/en-gb/download/details.aspx?id=41442

Finally, go to the Windows Update site and you should be able to download normally.

    I had this problem and am posting this to let you know that Xircal's fix worked for me. I didn't have to do the "Scannow" thing in Scott's and Jose's post. Does that work on XP ?

    I didn't bother turning off automatic updates because in my experience it keeps turning itself on again, so I just used task manager to discontinue the service that causes the problem. (Risky I know but it worked, I had to keep discontinuing that too until I did the IE update.)

    I was running IE7.

    I think I had uninstalled .NET services too because I didn't think I needed it, I was only prompted to install .NET for one particular program. So first of all I reinstalled .NET. I still don't understand why .NET became necessary and how originally I didn't need it.

    Also I was running "Windows Defender" rather than "Microsoft Essentials" and had thought I would have to cave in and get MSE but after applying the fix "Defender " started to work properly too.

    Can anyone confirm that you HAVE to go to IE8? because on some forums they are saying that all you need is the patch for IE7 IE8 or IE9.

    Thank you for what seems to be a perfect solution.

    Just one thing, one update still won't install, KB2510581 Security Update for windows XP Error Code: 0x8007F0F4 . Jose' Posada has suggested this help page as a solution:

    Since the fix José Pasada linked to is intended to fix the error you appear to be experiencing, I'd advise to to go ahead and run it.

    As regards your views on .NET, I suggest you read this Wikipedia articcle on the subject and then decide how you want to proceed afterwards. https://en.wikipedia.org/wiki/.NET_Framework

    It's advisable to upgrade to IE8 due to the additional features and security aspects it incorporates. Here's another Wikipedia article on the subject: http://en.wikipedia.org/wiki/Internet_Explorer_8
