Error Code: 0xC8000247 (Can't install updates)

Hello all,

My system is Win 7 64bit. The last updates i received before everything stopped working was KB978601 AND kb979309.

Whilst trying to install NET Framework 4.0 it failed with error 0xc8000247. (The failing log entry reads "Exe (C:\c37f8aa0f44d24a8ae1da251\Windows6.1-KB958488-v6001-x64.msu) failed with 0xc8000247 - (null).") I have tried the standalone version which does not install and gives same error.

Windows Update does not work, it reports the service is not running. I have checked the Services utility and both update and installer are running.

I have disabled my antivirus and spyware (AVG) and Defender. I did have Norton Antivirus when i got the pc a few months ago but this is completely removed.

I ran the system resource checker and the report stated - 'Windows Resource Protection found corrupt files but cannot fix'. The files are in the CBS log but access is denied to this, so ive no idea which files it is referring to (but worrying all the same.)

I have trawled around the forums for weeks now and nothing seems to resolve things and the problem keeps getting bigger! I understand there is a Service Pack for Win 7 but i have no way of installing it???

Please, please help!

I too kept getting the same error code 0xc8000247, although on Windows Vista 32 bit.

Any microsoft download, did not work. Defender updates, Windows updates, Internet Explorer, Windows

Media Player and more.

These problems all seem to coincide with the time I upgraded my hard drive from a 160gb to a 500gb.

I used Acronis True Image to clone my original HDD and I appeared to have no issues. However after a while I notice I hadn't got any updates for defender. When investigating, I noticed the automatic updates I'd set up weren't working either.

After weeks and weeks of trawling forum after forum, trying different downloads, registry fixes, and loads of other stuff I eventually came across this

It updates the Intel Rapid Storage Technology Driver (IRRT).

It does specify in the link that it is Western Digital drives, so not sure if this is the link for you, but I am sure that the

Intel Driver is the cause of your problem.

After formatting the HDD & doing the clean install and before doing ANYTHING else onlineor using/inserting a flash drive or connecting to any other computer or a local networkor reinstalling other programs or restoring your backed-up data to the computer, did you:

  1. Uninstall the reinstalled Norton AntiVirus free-trialware, and then...
  2. Run the Norton Removal Tool & reboot, BEFORE you...

Excellent!

Your reference to "a few goes at a clean install" suggests that you did one or more additional clean installs between 10:30 UTC, 18 March & 11:15 UTC, 19 March and finally succeeded after installing MSE BEFORE running a manual check for updates per my previous replies to this thread, is that correct?

Bonus question: Did you install .NET Framework 4 (Client Profile/KB982670?) because you needed it or simply because Windows Update offered it?

    Sweet. Windows update is now working. Found 36 updates which I'm now downloading and installing. After weeks of this nonsense, it's nice to be running current again.

    I think this Windows will be my last on a laptop. I've got Vista Ultmate 64 bit on an HP DV9600 laptop that HP decided not to support for an upgrade to Windows 7. While that may work anyway, there are a few items that appear to not be supported at all on my computer if I do upgrade to Windows 7. So I will probably not do so.

    I have Windows 7 on several machines at the office and it works fine, although one of them had this same windows will not update problem. But it was easily fixed by turning off the service (never update), rebooting, then turning it back on (automatic update). Have no idea why that happened as nothing whatsoever was done to that machine.

    Anyway, after many years of Windows experience, I'm going to switch over to Mac. I've got a Mini at home and it works great. My kids have two Mac Book Pros. I recently replaced the hard drive in one of those to a 750GB Seagate. Used directions from iFixit and it was a piece of cake. None of these machine have anywhere near the multitude of problems associated with nearly every aspect of Windows.

    Three months ago I purchased an iPad 3. It can largely replace most of my laptop operations except the heavier word processing and spreadsheet stuff. But even then Numbers and Pages work great on the iPad. With iCloud I can interface with both my HP laptop and desktop at the office.When you get down to the bottom line, it's this: APple stuff works right and is far less hassle.

    It all started when I bought my iPod about a year ago. THat device is great for music and with all the fun I had using it, I went to the iPhone. NOw it's going to be the computers for me as well. Every time I use an Apple device, it just does the job it's supposed to. If you've tried AirPlay you'll know how easy that is to use as well. Anyway, that's enough of this rant. Happy computing to all of you. And THANKS again for telling me about this INTEL fix for my laptop computer.

    Further update.

    This problem may have developed when I added a WD MY Book to my network configuration. Can't be sure. But whatever happened it messed up the Windows Update entirely. Made it seem like malware, but several scans detected nothing.

    Now with the install of the Intel Rapid Storage drivers, Windows update is working again. It was a really weird error message: Windows Update cannot run as the service is not running. Please restart your computer. Then something about for more software updates click here NULL.

    So, of course, when you did anything nothing happened except a message to restart Windows. There are a number of solutions that are posed out there by several people from deleting files in the update service, truning BITS off and on, and several others. I tried them but no help at all.

    This install of Intel Rapid Storage seems to have fixed the problem for Windows Update Service not running.

     BTW you could change settings on your system all day long and while it looked like they changed, you could still NEVER update Windows or have update run.
