How do I reinstall WLDCore.dll?

i continue to receive pop up error message WLDCore.dll was not found, reinstalling the application may fix the problem.

    simple , elegant fix... works on 12 too.

    Q/ Why hasn't this problem been addressed by Microsoft?  it's been over 2 years.......

    It worked fine for me and was really easy to do!
