The Windows start button is not working. When I press it nothing happens. SO I cannot shut down the computer in the normal manner or access any programs other than ones with desktop icons.

Does start menu open if you press the windows key on the keyboard?.
Can you right click the start menu orb and choose properties, if so
In the Customize Start Menu dialog box, click Use Default Settings, clickOK, and then clickOK again.
Also try.
1 . Press Ctrl + Alt+ delete on the keyboard and click on task manager.
2 . Click on the Process tab and locate explorer.exe in the windows and click on end task.
3 . Click on File and then click on New.
4. Type explorer.exe and press enter.
Hope his helps.
explorer.exe is not in the option to begin with.

I agree, I did make a lot changes to my registry found on this thread, it worked for me. I also have strong doubts about staying a Microsoft Customer any longer. With Linux coming along well and seeing that Microsoft is copying from them is so disgusting, yet if we copy from them it is a lawsuit. I feel that I have wasted a college degree to work on Windows Computers and Servers...
However, 10 is working, I know Microsoft is spying and I have had to block their IP address many times. So when I am not needing the internet I reboot my computer and turn off my wifi by the bios settings too ensure they do not violate my privacy.
Pleased to hear that switching to a Local Account, rather than a Microsoft Account to login, fixed the Windows Start Button and Notification etc. locking issue for someone else as well.
Only trouble is that I am now getting the whole Desktop constantly keep refreshing and similarly causing system tray button failures, which I see is another issue previously reported. I tried rolling back with a system restore but that didn't seem to work, so have jumped from one problem to another !
