If your computer is having problems finding and installing operating system updates, try using a Windows Update troubleshooter to fix the problem
Open the Windows Update troubleshooter by clicking the
Start button

and then clicking Control Panel. In the search box, type
troubleshooter, and then click
Troubleshooting. Under System and Security, click
Fix problems with Windows Update.

Did you remember to stop the Windows Update service first?
If you are using the cmd method to stop the process, as described in LanlanNguyen's answer, you will have to run the cmd as administrator.
It says that the file is open in another program when i try to rename the file

This fixed the "Windows update cannot currently check for updates because the service is not running. You may need to restart your computer."-problem for me, as well as the problem in this question.
