Windows could not connect to the System Event Notification Service service.

Every so often, 1 in 50, my laptop is very slow to start-up I get the "Please Wait" before the login screen.  Once I do log in I get the error:  

"Failed to connect to a windows service.

Windows could not connect to the System Event Notification Service service. This problem prevents limited users from logging on to the system. As an administrative user, you can review the System Event Log for details about why the service didn't respond."

Aero seems to be disabled also and cannot be fixed without a restart.  This problem is getting to be bothersome and I need to know if it could be hardware related.  Thank you in advance for you help.

This works!!! 

 Reset the Winsock Catalog

  1. Open a Command Prompt as an Administrator.
  2. Type “netsh winsock reset” (without quotes) and press Enter.
  3. Restart the computer.

Hi,

Since when are you facing this issue?

Did you make any software or hardware changes to the computer recently?

Check if the System Event Notification Service is running or not. To check for the services

1.      Click on Start

2.      In the start Search box type Services

3.      Right Click on - RUN AS ADMIN

Check if the below mentioned services has the mentioned status and start up type.

System Event Notification Service            Started                 Automatic

Also, check the dependency services that are required for System Restore Service to run.

To check that double click on the service and click on the dependency tab.

For the system being slow you may try to improve the performance by optimizing Windows and check if that helps. Follow the link given below on how to optimize Windows.

The aero issue can be resolved by installing or reinstalling the updated graphics card drivers. You may check if any update for the Graphics card is available for your computer from the computer manufacturer.

    We started seeing the issue in our Windows 7 x64 environment.  95% of the time it was on a laptop.  I gathered some commonalities between the machines affected and found every one had recently gotten the "Recommended" Windows Update:  Update for Windows 7 for x64-based Systems (KB2952664).  https://support.microsoft.com/en-us/kb/2952664.  I did not look into any of the DTSAudio service or any driver related issue but they may have existed.

    Our users are not Administrators on their machines so when SENS doesn't start they get a black screen with only a mouse pointer.  At that point we are still able to connect to them remotely (RDP or VNC software) to perform the fix below.

    The fix for us was to uninstall that KB2952664 update, turn off Recommended updates so it doesn't happen again then open a command line with elevated privileges (type "CMD", right click, Run as administrator) and run the "netsh winsock reset" command followed by a reboot.

    Only once was the issue solved by renaming the FontCache-System.dat to FontCache-System.old and rebooting as described somewhere in this thread.  In that case the Windows theme had changed to Classic (Start bar).  In that instance the netsh winsock reset command did not do the trick.

    Early on we tried the hotfix in kb2590550 since the symptoms listed fit our issue exactly (you have to get the hotfix download link emailed to you) but it did not resolve the problem.

    Hope this helps.  I continue to get this issue weekly now but the fix works consistently for us in our environment and has not reoccurred on machines we've remediated.
