To access the System Recovery Environment in Windows 7, simply boot your PC, just before the system loads the Windows operating system; hit the [F8] Function 8 key on your keyboard which will launch the Advanced Boot Options Menu. There you will see a new option 'Repair Your Computer', select this option and hit 'Enter' on your keyboard.

Interesting.  Someone at another site posted with the same problem when helping a friend fix their Windows XP machine. 

I suggest starting with checking that there are no CDs or DVDs in the drives or removable drives (backups) plugged in to the USB ports.  If that is not the problem, see if this KB article helps: http://support.microsoft.com/kb/315261/

    I have just fixed this issue, delete all partions, U will have a partion with with windows still installed maybe an older version somewhere. Make sure theres no hidden ones as i upgraded to window7 from xp and formatted for a clean install. I tried to intall 7 again xnd got error ntdrl is missing. The problem was tht in another partion i still had xp there which was giving me the error, i used disc utility to show all partions, which told me there was a version of windows there, deleted it, restarted computer, booted up thru disc n hey presto works.

    Hi

    I had a windows 7 machine that had NTLDR missing even though BIOS configured to pick up Harddrive first, CD second ..  I think it was caused by a client removing external penstick or drive and therefore drive letter for C: boot change to E: ..  discovered this by booting from Win7Pro CD and going into the Repair this computer option.

    Select command prompt

    Bootrec.exe /fixboot solved my problem
