To access the System Recovery Environment in Windows 7, simply boot your PC, just before the system loads the Windows operating system; hit the [F8] Function 8 key on your keyboard which will launch the Advanced Boot Options Menu. There you will see a new option 'Repair Your Computer', select this option and hit 'Enter' on your keyboard.

Interesting. Someone at another site posted with the same problem when helping a friend fix their Windows XP machine.
I suggest starting with checking that there are no CDs or DVDs in the drives or removable drives (backups) plugged in to the USB ports. If that is not the problem, see if this KB article helps: http://support.microsoft.com/kb/315261/

You have to give your Bios the chance of understand what's happening. I loaded the Fail-safe Defaults, the DPMI updated at booting, changed again to Optimized Defaults and no longer have this problem.
Cause (as I now undestand): The NTLDR (netloader) is not present at booting in Windows 7 simply because it is no longer the booting file (as it was for Windows XP the OS I had in the computer).
Surely when Jakeasaurus disabled Quick Boot it let the Bios didn't assume it have to look for the NTLDR and found the correct file BOOTMGR... It didn't work for me because I have not that option at my Bios but I found that other way.
Step by step:
Press Del while booting.
choose Load Fail-Safe Defaults.
F10 (to save changes and exit)
Enter
(System Reboot, At verifiying data pool instead of getting the NTLDR error, it should update and boot with no problem)
Reboot.
Press Del while booting.
choose Load Optimized Defaults.
F10 (to save changes and exit)
(System Reboot normally, now with the optimized defaults, and you should no longer have the problem.
I don't know if your computer has that exactly option in your Bios, I hope it should be really basic. In case you can't see that option surely can find another that can work it.

I just recently helped some one with this issue. Turns out that his computer had "Boot to USB" first in the boot list. If you have a flash drive or possibly an SD card in the machine when it turns on, its a good chance it's trying to boot to the USB and that's why it's throwing the NTLDR error.
