You will need to upgrade to Windows 7 Ultimate for this capability. Only Windows 7 Ultimate includes Multilingual User Interface (Language Pack) support. You can then install the English Language Pack from under Regional and Language settings in Control Panel.

You can do an Anytime Upgrade to Windows 7 Ultimate which will preserve your personal files and settings:

    How to change system language of Windows 7 Home Premium from russian to english?

    On my Windows 7 everything is in English accept when I start the installation for a new program like the HP printer I'm installing, it comes up in russian.  How to I make it so my English Windows 7 initiates installation programs in english too?  All settings you have pointed me to are english.  What can I do?

    Question was changing the install system language in 7 not the user interface language.

    Changing only the UI language pack may not be sufficient as some installed apps base their language interface on system language and not UI language.

     

    Any idea of how this can be done ?

    Hi Stephane

    There is no real 'system language' in Windows 7. Starting with Windows Vista, all of the code binaries that make up the operating system are Language-neutral.

    Before distribution a Base (Primary) Language is applied using a MUI Language Pack. This base language defines the language for that version of Windows 7.

    Any programs or applications that are installed must be available in the base language or they cannot be translated.

    Windows 7 is distributed in 35 base languages. To change the base language you can only use another MUI language pack which will only work on the Ultimate or Enterprise version.

    You can apply a freely available LIP (Language Interface Pack) to any edition of Windows 7, as long as the proper base language is installed. A LIP applies a partial translation of the components of Windows 7.
