photo gallery can't open this picture because you don't have permission to asscess file location

Chris ive been using vista from day you .the hard drive was set up with VISTA..im begining to bang my hsaead on the wall I HAVE TRIED ALL THE ABOVE prior to my format i made sure that the files were set to share ..Sorry but im close to smashing the machine up ..ive transfred the file to my lAPTOP AS WELL AND THEY SHOW UP BLANK as empty folders sorry for caps im using a ;laptop and i keep hitting the cap key i have access and full control i am logged as a admin all the above i have tried my next step was to post on here 

i cant afford to ring micosoft helpline im about ready for giving up ..becase your telling me to do what ive already said i have done ...all i want is to know is there software wat will fix this ..ive spent £200s on registry software and all sorts of other ncrap thats not sorted thye issue ..it dont add up ...

I recently used windows restore and used recovery manager to import photos etc back onto the new system. Initially I could use the photos until I created a new profile for my son. Now I am receiving the "don't have permission". Using the above solution I found that most of the photos have a unknown user name like S-1-5-21-29....... in the group or user names box in the permissions tab, the user icon has a question mark next to it. If i delete that and add my user name it allows me to view the file. Given that I have some hundreds of these photos I can now access them but it will take me hours to do each individually. Is there a faster way to change this.

In the user accounts i do not have a profile for this unknown account and because of the length windows will not allow me to create a profile with this name.

Any suggestions ?

I am trying to get some information to help me research this issue better. In your last post, you mention that you transferred your files, but the showed up as empty folders. Did you try to transfer a actual file or the folder of files? How did you transfer? It did not give you permission errors?

Try transferring just one file to determine if it works.

Maybe the 2nd HDD is remembering your other username and password, try creating another user account with your old username and password.

I am having a similar problem.  I just did an upgrade from Windows Vista 64 bit  Home Premium to W7 64 bit Home premium.  I cannot view anything in the pictures library.  The files all seem to be there but for some reason I cannot access them.  When I try to open the in Windows Photo Viewer I get " Windows Photo Viewer cannot open this picture because you do not have the correct permissions to access the file location".  This is in the My Pictures directory on my main hard drive.  The same folder that was there in Windows Vista.  When I check the permissions on this folder, and subfolders they are all set to Full Control for myself, administrator and system.  But when I check individual pictures I found only system and administrator have access.  When I add myself to the permissions I can then view the pictures.  It seems the only way to get the permissions back on the individual pictures is to change them one picture at a time.  They are suppose to be getting inherited permissions from the parent folder but for some reason they aren't.  Is there an easier way to force the inheriting of the folder permissions again on these items.   It seems to be only the Picutres folder that is having this issue.  My Music and others are fine.
