i had to format my pc yesterday and i can not access my pics on my 2ndry hardrive can anyone help this is the message i get when i try to view them

I recently started have the SAME problem. Windows Photo Viewer had been working swimmingly over the last few months on the same exact images without any problems.

I suspect Microsoft updated some code somewhere that got pushed out as an update -- that's now causing the problem.

As a diagnostic, I tried right-click "Open with..." and chose Paint. The same file opened without any problems.

Thumbnails are all being generated for ALL images without problem.

Yet Windows Photo Viewer cannot view ANY of my image files. Paint has no problems.

Similarly, right-click "Open with..." and chosing Microsoft Office 2010. Image loads with no problems.

If the original poster has the same success using other programs -- then the problem is with Windows Photo Viewer -- Microsoft's not having it recognize the code permissions or something.

This is on Windows 7 Professional 64-bit. Most recent updates from Microsoft applied.

    I have tried all of the above, and I do mean ALL of the above and have had no luck.  The folder is on an external Western Digital hard drive and I encrypted the folder using a windows xp machine and am trying to access the files on windows 7.

    Microsoft: are you guys going to actually provide a fix for this issue or do consumers have to lose all their media they thought was secure? None of the steps you have provided work in my scenario. This is ridiculous.

    Was not helpful. I have tried that as well. I still have the folder locked. I am logged in as administrator and have no access to files within the folder. I have changed permissions and I can not do anything to the file.

    This solved the problem for me too, you can select the top the folder (in my case g:\ my documents \ my pictures.

    Properties -> security -> advanced -> change permissions

    Tick 'include inheritable permissions' AND 'replace all child permissions'

    Job done :)

    I have literally been online for 2 hours looking for a solution to this problem. I have read every computer tech answers, I've done things with command prompt I've never heard of, and your answer solved it in 5 seconds. So grateful! You saved gigs worth of pics/videos. Thanks!!
