i had to format my pc yesterday and i can not access my pics on my 2ndry hardrive can anyone help this is the message i get when i try to view them

I recently started have the SAME problem. Windows Photo Viewer had been working swimmingly over the last few months on the same exact images without any problems.

I suspect Microsoft updated some code somewhere that got pushed out as an update -- that's now causing the problem.

As a diagnostic, I tried right-click "Open with..." and chose Paint. The same file opened without any problems.

Thumbnails are all being generated for ALL images without problem.

Yet Windows Photo Viewer cannot view ANY of my image files. Paint has no problems.

Similarly, right-click "Open with..." and chosing Microsoft Office 2010. Image loads with no problems.

If the original poster has the same success using other programs -- then the problem is with Windows Photo Viewer -- Microsoft's not having it recognize the code permissions or something.

This is on Windows 7 Professional 64-bit. Most recent updates from Microsoft applied.

    My guess is that it has something to do with the archive bit.  Prior to doing the upgrade, I backed up my pictures to a dvd, just in case something went wrong.  There was one folder of pictures that didn't get backed up, so these files never got the archive bit changed on them.  These are the only ones that retained proper permissions.  Not sure how the archive bit and permissions would be connected but it seems like they are some how.

    Hello.. I have been having the same problem..I am running win 7.. My problem is with my pictures on a external HD. I have done the whole owner thing and set permissions.. yada yada.. Can't Figure it out.

    I have found that I can:

    Select all the photos in a folder.

    Right Click on the selected Files.

    In the Context Menu that pops up, Select Share With and then Homegroup.

    Not the best solution. But Much better than fixing one file at a time.

    I have an Extremely large music collection with the same problem.. I am dreading the task of doing the same thing with it..

    I can however copy these files from my external and paste them on my Desktop and they will open just fine then.

    I am having a similar problem.  I just did an upgrade from Windows Vista 64 bit  Home Premium to W7 64 bit Home premium.  I cannot view anything in the pictures library.  The files all seem to be there but for some reason I cannot access them.  When I try to open the in Windows Photo Viewer I get " Windows Photo Viewer cannot open this picture because you do not have the correct permissions to access the file location".  This is in the My Pictures directory on my main hard drive.  The same folder that was there in Windows Vista.  When I check the permissions on this folder, and subfolders they are all set to Full Control for myself, administrator and system.  But when I check individual pictures I found only system and administrator have access.  When I add myself to the permissions I can then view the pictures.  It seems the only way to get the permissions back on the individual pictures is to change them one picture at a time.  They are suppose to be getting inherited permissions from the parent folder but for some reason they aren't.  Is there an easier way to force the inheriting of the folder permissions again on these items.   It seems to be only the Picutres folder that is having this issue.  My Music and others are fine.

    I am trying to get some information to help me research this issue better. In your last post, you mention that you transferred your files, but the showed up as empty folders. Did you try to transfer a actual file or the folder of files? How did you transfer? It did not give you permission errors?

    Try transferring just one file to determine if it works.

    Maybe the 2nd HDD is remembering your other username and password, try creating another user account with your old username and password.
