i had to format my pc yesterday and i can not access my pics on my 2ndry hardrive can anyone help this is the message i get when i try to view them

I recently started have the SAME problem. Windows Photo Viewer had been working swimmingly over the last few months on the same exact images without any problems.

I suspect Microsoft updated some code somewhere that got pushed out as an update -- that's now causing the problem.

As a diagnostic, I tried right-click "Open with..." and chose Paint. The same file opened without any problems.

Thumbnails are all being generated for ALL images without problem.

Yet Windows Photo Viewer cannot view ANY of my image files. Paint has no problems.

Similarly, right-click "Open with..." and chosing Microsoft Office 2010. Image loads with no problems.

If the original poster has the same success using other programs -- then the problem is with Windows Photo Viewer -- Microsoft's not having it recognize the code permissions or something.

This is on Windows 7 Professional 64-bit. Most recent updates from Microsoft applied.

    That did not work either. The pictures were on a computer that ran Windows XP. I backed them up on my external drive and then when I got my new computer all I get is this.

    Photo gallery can't open this photo because you do not have permission to access the file location.

    HOW DO I GET MY PICTURES BACK MICROSOFT.

    Hi there!

    In case the problem is still not solved, you can try this.

    I had the exact same problem (PC format, couldn't access images in just a single folder).

    I did this:

    1. Right-click on the folder which contains the images and click properties.
    2. Go to the security tab.
    3. Click on Edit
    4. Under Group or User Names, highlight Authenticated Users.
    5. Under Permissions, tick Full Control.
    6. Click on Apply, then OK.
    7. Now open the folder and try opening the image again.

    Hi!   I tried to follow the steps to fix on my issue here as I cant open my pictures anymore on my Drive D :(    Please help...  I have Windows 7 ultimate.. after I reinstall the OS all pictures will not open as it shows "Photo Gallery can't open this photo because you do not have permission  to access the file location "
