Originally, this started when I was trying to install some statistical software (JMP8) that should be supported by Windows 7. I kept getting "the application could not start because its side by side configuration is incorrect"
While researching that for Windows 7, I ran across a suggestion to run sfc/scannow in the command prompt. When I try to do that, I get the error listed above: Windows Resource Protection could not start the repair service.
Any suggestions?

I had this issue and all the steps described in this and other internet posts led me to a dead end of errors.
However, I then discovered that somehow almost all my services had gotten reset to "disabled". This was causing my original problems (network connectivity among them) and this problems.
Changing the services settings fixed my problems
To get to services type services in the search programs box on the start menu, then right click to run it as administrator.

It helped for me since the windows TrustedInstaller service could not start.
I was stuck too: here is how I got out of that pb:
Method 1 & 2 doesn't work if some related files are corrupted on your hard drive.
If you get "the arguments passed to sfc are invalid. The offline windows directory
specified points to the online system." message with method 3, it's because you are trying it from a local command windows.
- Put you Win7 disc inside your dvd tray
- reboot
- when asked, push a key to boot from DVD
- here choose the ultimate option " command line "
- Issue the /offline sfc command from here.
- your prompt should show as " X:\windows\system32>"
I tried all of the above and none worked for solving my problem.
I has already tried running as Administrator etc... and the 3 methods proposed above - but none of them solved my problem.
In the end I gave up and I went for a completely new install of Windows - and went for Windows Enterprise (a computer tecnician did this for me as!). All the programs / data etc.. were gone and after the install just Windows operating system was on the laptop.
Just after installing I tried running SFC/Scannow (as an administrator from the command prompt of course) and it ran perfectly !! Nothing else had been installed at this point .
Then I thought I'd get my security installed before any viruses infected me - so I installed McAfee.
Then I tried running SFC/Scannow again and gues what ??? It didn't work !! I got the same problem described above.
So, mystery solved (for me at least!!) McAfee was interfering with the SFC/Scannow.
I've now installed all my programs again (Office, etc..) and am using just Microsoft Security Essentials for protection and without McAfee the SFC/Scannow works!
ps. McAfee also seemed to be interferring with installation of another program called ArcGIS (which is why I wanted to run the SFC/Scannow in the first place). I was also able to successfully install that program after removing McAfee.
