I have tried clean boot,new user profile,virus scan.checked sound card settings,got the drivers updated from toshiba for sound card and the touch pad on the laptop. I have also tried connecting an optical mouse which didnt helped.

hi, I just had the same problem, my computer either moved the volume automaticaly all the way up or down, but never let me do the adjustments.
My computer does have a realtek audio card but that wasn't the problem. The solution for me was to uninstall the keyboard and restart the computer. The keyboard was installed automaticaly on reboot and it all worked perfectly.

Uninstall realtek manager and check if the problem is resolved.
Check for any other software that is running and set to 'mute'. The slider only displays the status of the volume mixer device, and the device itself is shared between all the programs - if any of them changes the volume, others should move their sliders accordingly. If one program keeps muting the volume, setting it in another won't help.
Also check whether (if you have a laptop or a multimedia keyboard) the 'volume down' key is stuck.

I don't think it is a browser issue because the problem seems to exist independent of all browsers or applications I use. I may have isolated the problem to my HP's touch volume and mute buttons. I think there may be a bug in those touch controls making them susceptible to some kind of interference either from my hands being on the key board or spirits. It will sometimes change while I am watching a video and typing or sometimes when I am nowhere near the computer. I have not been able to find how to disable those buttons to see if that has any effect. I have a HP dv2000. and those controls are above the key board, just below screen
On my Win8, Chrome's volume relative to other applications decreases by a lot whenever my screen deactivates to save power. When the volume is decreased, the appearance of chrome's volume control on the mixer is as follows:
solid slider located at current volume level; ghost slider at normal volume level.
Chrome's volume does not return to normal level automatically.
I wonder if this is due to a chrome browser flag experiment being activated.
My chrome browser is v. 25.0.1364.45 beta-m
Update: Volume also decreases whenever I insert/remove USB object!

a) Do you have any other application that is associated with the sound (e.g. realteak etc)?
Uninstall other applications that are associated with sound and check whether the problem persists.
Method 1:
While you are using your PC to place or receive calls or while you are playing games which use PC calls feature, Windows 7 automatically reduces the system volume without even asking you.
Actually it’s a new feature introduced in Windows 7 which can be disabled using following simple steps:
1. Open "Sound" applet from Control Panel. You can also access it directly using "mmsys.cpl" command in RUN or Startmenu searchbox. Or right-click on Speaker icon present in system tray and select "Playback devices" or "Recording devices" or "Sounds" option.
2. Now go to "Communications" tab and check the option "Do nothing" and Apply it.
3. That's it. Now Windows will no longer reduce the system volume.

I have tried all of the above and the volume still goes to 0 or sometimes the slider doesn't move, but the mixer goes to mute.. I am using an upgrade from vista to windows 7, 32 on a HP. This problem seems to started a couple of months ago. The upgrade was done as soon as win 7 came out. Problem is affecting IE and Chrome videos. It happens with skype also.
