Thanks David, but a bit too technical for me, as I'm not too sure where to start or how to 're-configure'
This absolutely worked for me after windows 10 fiasco and return to win7
thank you!

After restoring Windows 7 I got the error message also. I tried your advice and got another error message for the Task Scheduler.
So I tried another way suggested and combined both recommendations.
Thought I’d pass it along in case it can help someone else.
Here’s what worked for me.
Go to Computer
Access OS (C:)
Click on Windows
Open System 32
Click on Tasks
Open Microsoft
Click Windows
Open WindowsBackup folder.****Delete Automatic Backup
Delete Windows Backup Monitor task.
Go back to the Control Panel
Click on Back up your computer.
At this point my computer opened up the Backup and Restore and let me create a new backup.
No error messages to be seen.
Hope this is helpful to someone.
Followed the steps as written, and it worked out great. No more error message. thank you!
No good for me wouldn't let me open Task Scheduler
