Everyone having the issue concerning the command prompt and "Access Denied" is being displayed.
When you attempt to open your command prompt you MUST right click and open as an Account Administrator. This will give you Access to perform any and all tasks in your O.S..

2016-12-28T22:30:52+00:00 Head over to this site. They deal with the "Access denied" issue:

In case you do not find these tasks in task scheduler, I would suggest you to follow the steps below:
1. Click on Start; in the start search type cmd.
2. Right click on cmd.exe and “Run as administrator”
3.
cd %windir%\system32\tasks\Microsoft\Windows\WindowsBackup

del AutomaticBackup

del "Windows Backup Monitor" 4. Restart the backup again by opening “Backup and restore center” from the Control Panel”.
Thank you had similar problem but your solution worked using the cmd.exe "run as admin". Now my windows back up is back to normal.
