Windows Photo Viewer can't open this picture because either Photo Viewer doesn't support this file format, or you don't have the latest updates to Photo Viewer

New PC with Windows 7.  Photos taken before new PC either cannot be viewer, or can be viewed but are in the wrong folder with the wrong file names (i.e. picture of CAT is labeled as DOG)

Hi mmtap10,

This seems to be an issue with some corrupt system file. For now I would suggest you to follow the steps and link below to perform a System File Checker (SFC) scan and that should probably take care of the issue.

  1. Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
  2. Type the following command, and then press ENTER:

sfc /scannow

The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.

In my case, when I plugged my phone into my desktop, it prompted me to update the software allowing it to communicate with my phone more effectively. Immediately after it finished updating was when I lost the ability to open images in the photo viewer.

To solve the issue, I went to Control Panel, then Uninstall a program, and then uninstalled the most recent program associated with my phone. It was easy since I knew exactly when it started acting up. Some of you may need to do some trial and error to find the issue.

    I'll try to help. Nothing worked that was listed, so I used old programs to resolve the problem for myself.

    I have a brand new computer with Windows 8.1. My pictures are saved from all my old computers, including Windows 98, Windows XP Pro, Windows Vista, Windows 7.

    I USED THE TWO OLD PROGRAMS----MICROSOFT PHOTO EDITOR, AND MICROSOFT PAINT.

    You may be able to download these for free on the internet. If not, you would have to purchase MICROSOFT OFFICE 2002 to get one or two of these programs.

    Install the Microsoft Office 2002. I think it comes in 2 disks.

    Now find your picture in your old file. In my case, I could not see the picture in my file, just the name I identified it with. However, when I put the picture that I could not see in my photo file,  into MICROSOFT PHOTO EDITOR, it showed up there fine. However, when I wanted to save it from MICROSOFT PHOTO EDITOR, it would not save as a JPEG, only as a PAINTBRUSH.

    So this is what I did next. I went to the EDIT BUTTON in MICROSOFT PHOTO EDITOR, and made a COPY of it.

    Then I pasted it in the program MICROSOFT PAINT. I made sure I cropped it while it was in MICROSOFT PAINT.

    Then I SAVED it in MICROSOFT PAINT as a JPEG image IN THE PICTURE FILE THAT COMES WITH THE NEW COMPUTER IN THE NEW WINDOWS 8.1.  SO IT IS NOW IN A DIFFERENT PICTURE FILE. IT IS IN THE NEW PICTURE FILE THAT COMES WITH YOUR NEW COMPUTER PROGRAM. 

    N-O-W, IT WILL OPEN WITH ===WINDOWS PHOTO VIEWER===. I do also recall, that my Windows 8.1, did not come with WINDOWS PHOTO VIEWER, so I had to download WINDOWS PHOTO VIEWER from the internet. IT was a free download.

    In my opinion, I think the reason why the pictures don't show up in WINDOWS PHOTO VIEWER is, because even if they were JPEGS, when they were transferred to your new computer, for some reason, they are no longer JPEGS, but have become PAINTBRUSH PICTURES. So the only way I found to make them JPEGS, is to get them into MICROSOFT PAINT and change them to JPEGS.

    NOTE: I have not tried the following yet, but it MIGHT also work. You can download GIMP, free from the internet, and put your photo there, and then save it as a JPEG.

    I tried all this.  Nothing wrong when I did the scan.  All of a sudden I cannot open EMAIL ATTACHMENTS. 

    I DO NOT HAVE A PROBLEM WITH PHOTOS.  Mine is the download cant be opened.  Can anyone help me.  I have tried all the responses.  This just happened to my Windows 7
