Essentially, my PC won't recognize my GoGear Opus MP3 player (or iPod nano). However, I am using a USB mouse and keyboard at the moment with no problem. I had this same problem on this PC when I had Vista. I upgraded to 7 hoping this issue would be solved, but it is still there.

I was having the same problem with my ipods. I then, just by chance, decided to use a different cable and to my surprise, this fixed the problem. Both cables appear identical and both cables are original apple ipod cables. I was able to use both cables in my previous computer. However can only use one with my new computer running Windows 7. I had code 43 problems with my usb ports until I found a thread on MSI's website. My front panel usb ports connected to a 9 pin usb header on the motherboard. Only 8 pins are needed. If pin 9 has a black ground wire then remove it. I didnt give this fix much hope but it fixed my problems! Good luck.

I was having the same problem with my Galaxy note 3 & after a while with a little Gear Head USB powered hub Model UH4200T (USB 2.0), and now both devices. All of the ports on my PC are USB 2.0 and my phone is USB 3.0 but this is backwards compatible as it's always been.
One day a week or so ago this Error 43 started happening. After a couple of days of trouble shooting this, today I finally got everything to work after reading this thread.
Apparently my Windows 8.1 machine didn't like the power adapter being plugged in any more. I had the following plugged in devices into this hub.
Gear Head USB powered hub Model UH4200T (USB 2.0)
My solution was,
Like Magic, the problem went away.
Conclusion:
My Windows 8.1 Ver. 6.3 (Build 9600) PC didn't like to that powered USB Hub to have it's power connected to it. I generally bought powered USB hubs as to take some of the load off of the PC's power supply. I have loaded 4 power hungry devices such as 4 hard drives, and other devices and windows didn't complain about not having enough power to run these devices.
My guess is that some USB hubs are better at managing it's supplied power and the power it gets from the computers power supply then others. My problem is that the error does not reflect any useful information pertaining to this. The error 43 code is too generic to effectively trouble shoot this problem.
Now that the Hub is working, under the hubs Properties>Power> in the device manager, shows that the U are U fingerprint reader is drawing 260mA and my phone is unknown for it's power. It currently shows 2 port available like it should.

I've been roaming aimlessly it seems to find an answer to both questions, "Why am I getting a USB device error?", and "Why does it still seem to work with my mouse connected buy not my mobile phone?"
Contrary to popular belief I believe that these problems are in fact directly related...
To that end I began playing with the cables on the back of my computer and discovered that both of the cables from the Corsair keyboard (K95 RGB) which were connected to the Gaming combo USB 2.0 port on the top of the back panel of my MSI Gaming 7 M/B were the culprit.
In testing all other ports, especially the front panel ports where i was having the trouble, I kept just the keyboard leads connected while I systematically pulled the other leads. The error remained.
The moment I pulled the Keyboard leads out, the error disappeared. On further investigation it turns out that under USB 3.0 you only need one of the two leads connected (the one with the keyboard picture on it).
Now the phone runs stable on the front ports and everything is just peachy. No lead changes, no pin disconnects, no registry tampering.
I want to thank everyone who has taken the time to contribute to this issue as all of this information has led me to this answer (albeit indirectly). I really hope this helps someone else though.
