"USB Device Not recognized" error keeps popping up and USB devices do not work

I keep recieving the USB not recognized error on my HP Vista home laptop. 

Microsoft keeps sending this message for no reason. The last time I reported that issue was over one year ago, so someone is likely trying to get my attention, by making me upset. Microsoft has caused me a lot of trouble, when I contacted support, over the years, by giving me bogus answers, and non-solutions, so whom ever is playing this game now should realize I do not buy products from people who are hostile, or who sell garbage programs, like Vista and Windows 10, with that vile damaging, under-cover, in the dark, secret antivirus, Windows Defender, that hacks and hurts my computer. It attacked my antivirus three days ago, freezing it, when it began a scan and scaring the hell out of me. I had to delete the antivirus and reboot, to stop the savagery. The damage can still be seen when I check my temp file numbers. I don't know why Microsoft is so vicious and malevolent. Defender is my worst enemy and it's been installed to resist any attempt to remove it, so it has the properties of a parasite. It never protected me from hackers, or viruses, so maybe it's here for some seditious purpose, like making sure I don't use a competing product. I'm frequently offered a Microsoft antivirus for 150 dollars. I wouldn't buy Defender, for a nickel, so I certainly wouldn't pay real money for more threats and having to talk to technicians for hours every week. That's always been my world, since first buying a computer in 2007, when Vista destroyed my computer and Dell refused to replace it. When I loaded Windows 10, the Defender program I didn't even know I had, attacked my Office folder and threatened my Word files. I was forced to load Office 365 to preserve them. Tonight, I contacted two Microsoft technicians to fix my printer, on the other computer, and make it work, but after a couple hours, only more damage was caused: I was told to delete a file and I don't know what the result will be, but with Microsoft's history, it can't be good.

Early on, when Ms Windows 10 came on the scene I had numerous issues with it.  Among them was the USB devices not recognized.  After updating my drivers it was OK, until another Ms Windows update then I lost my touch screen.   I re-installed my operating system, which seemed to fix everything but, my missing touch screen. I now get ghostly circles dancing around on the right side of my desk top and Hp blames Microsoft and my Norton anti virus also blames Norton and they both told me to call Microsoft at 888 238-7312.  I have not called yet as I need to compose myself so as to not say the wrong (albeit deserved) things to the Ms rep I speak with.   I use to trust Ms but, anymore it seems to be all about the $$$$'s.  My Hp laptop is still under warranty until next year.  I am very much considering replacing my "love hate" relationship, with a Mac.   Windows was sooooo enjoyable.  Ms has gone down hill ever since.  They can't seem to understand that "not all change is good"! 

ps, If you uninstall some of Ms's apps and features they will just reappear with their next update.  They will tell you, it's because the programs are by default and you can't keep them deleted! Sooooo, the next update they appear again.  My Norton keeps Windows Defender turned off so, that's a good thing. I use to trust Microsoft but, now I feel I am being used by them for their own entertainment.
