I cannot move my desktop shortcut icons around on my desktop. Think it has something to do with the auto-allign feature - how do I fix this ?

I had it after I upgraded Windows 8 to 8.1. Nothing was working so on a hunch I uninstalled Stardock's Fences program (v1.0 in my case as I'm too stingy to pay up for v2.x) and it cleared up immediately.

Thanks for the tip. It works on my PC after I reinstalled my Window XP.
you probably don't need this answer anymore but i'm just leaving this for someone who might be experiencing the same thing. i had the same problem and i think i know what caused it. mouse wheel button turned out to be stuck so when i disassembled the mouse and released the button icons started moving again. so check your mouses.
