I cannot move my desktop shortcut icons around on my desktop. Think it has something to do with the auto-allign feature - how do I fix this ?

I found the problem on my laptop - I was using an obsolete version of Fences. As soon as I updated everything worked fine.
NO IT DOES NOT WORK AND MICROSOFT COULD CARE LESS. WINDOWS 10 IS POSSESSED. IT DOES WHAT IT WANTS. TRY TO MOVE AN ICON, NO. TRY TO CHANGE A SETTING, OKAY UNTIL YOU REBOOT OR SHUT DOWN - THEN WHAM IT GOES BACK TO DEFAULT. I CANNOT FIND ANYONE THAT CAN OFFER A SOLUTION TO MY WINDOWS 10 ISSUES [MANY]. OH THE BEST ONE - A PIECE OF SOFTWARE CERTIFIED FOR WINDOWS 10, I HAD TO SET IT FOR WINDOWS 7 FOR IT TO WORK, AND THAT ONLY WORKS UNTIL I SHUT MY LAPTOP DOWN. CAN SOMEONE PLEASE TELL ME HOW WE CAN GET MICROSOFT TO FIX THESE ISSUES OR EVEN RESPOND? IT'S WORSE THAN DEALING WITH THE GOVERNMENT!!!!!
