i do have same problem of "Side-by-side configuration error". this error occur on Windows 7 Profession version.

system details are:

OS: Windows 7 Professional.

software : Bryce 7.1

Issue:  side by side.

try to solve by installing C++ as you said but couldn't get the resolution.

++I Have this same problem! But I am not missing the The C++ runtime components. I tried installing is but it wont cause i already have it. So i tried uninstalling and repairing it and it wouldn't let me! Kept on saying fail or didn't succeed. PLEASE help.
