For some reason, I no longer have the Web Select option in the right-click context menu. I still have Web Capture, but Web Select is no longer there. Did MS remove this feature, or is it a bug?

Ctrl>shift>x still works to invoke web select. It would be better to have the clickable option in the menu back.

I used the Web Capture to collect data in tables and cells, now is gone.

If you are going to do this please change the DEFAULT option on the menu to be WEB SELECT instead of Web Capture.
What gives Edge a competitive advantage over other browsers is the existence of the Web Select feature which other browsers do not have. In fact, I've convinced multiple users to switch to using Edge browser for that feature being on the right-click menu alone.
I would argue that Web Capture (Area) and Web Capture (Full Page) are completely unnecessary since that functionality already exists in the Snipping Tool built into Windows.

The Web Capture option opens a mini-toolbar which includes the Web Select tool. You can achieve the same result if you show the Web Capture button on the browser toolbar.
The length of the context menu has been a very common complaint for a long time. I suspect the devs are removing the least-used options from it; if you disagree with their choices, make your views known by submitting feedback (Alt-Shift-i).
As Me_435 pointed out, Ctrl-Shift-X now works again to invoke the Web Select tool. It calls up the same mini-toolbar as Ctrl-Shift-S, but with focus on the select tool and the selection cursor already active.
Thank you, Paul, for your quick response. I downloaded the Edge Canary version to see if it was missing in that version too, and it was. I have submitted feedback to MS Edge team about this issue. Hopefully, they'll fix this soon. I use that feature quite often.
