I tried to cash out my Microsoft cashback but can't!

I tried to cash out my Microsoft cashback several times and I was told I had to add a phone number. I only have one and when I added it, the system said it could not be added and to choose another. I HAVE NO OTHER! So my cashback is in limbo. When I contacted customer support I was eventually sent an email telling me to contact MSA. Of course when I clicked on the link to MSA, I was met with a page which simply stated "This page isn’t working right now support.microsoft.com can't currently handle this request.

HTTP ERROR 500"

    I have come to the conclusion that this is a total SCAM. I have tried repeatedly to get my cash back. They put you through hoops then at the end of it all they say they don't recognize the alias. Has anyone ever got their cash back? THIS IS A SCAM
