It was purely Security Updates.

Because it involves 2 different 'tools' or utilities that do things differently & have differing functions or methods. And the fundamental difference that one is inside the browser & the other is not makes for different abilities.
At a glance they 'seem' the same, but, note, it is 2 different K/B shortcuts to initiate them.
Ctrl+Shift+S = Web Capture
Win+Shift+S = Snip & Sketch
You're welcome & yes, it is very similar, BUT... There is, at least, one definite difference... besides Web capture being within Edge.
And that is Web Capture's Full Screen. It allowing to scroll and actually take the whole page, S&S cannot do. S&S will do a Window Mode snip, which is a fix image (like a photo) of what it ''sees' at that moment. Whereas Full Screen moves the page to include ALL of it if wanted AND that is what is seen if & when shared or saved.
Even if Rectangular Mode is used for S&S it is a 'fixed' image taken, like a still photograph. Web Capture will scroll to the bottom & then take the whole page.
Ok, allow me to clarify... Web Capture is (now) 'more' than it was initially. And within Edge it actually does more & better than S&S. Web capture has some 'controls', but one may not be noticing those icons. First of all, initiating WC, gives 2 buttons, Free Select AND Full Page. Free Select then has Copy OR Add Notes. Copy is obvious, can then Drop /paste somewhere. But Add Notes opens up a bunch of possibilities. (See pictures 👇)
Now, Full Page... This is cool... one can move the page and take as much of it as wanted, even, right to the bottom. And, again, a bunch of possibilities are then available.
Web Capture is available in Canary, Dev & GA and all without a flag. Its button can be turned on in Settings > Appearance
Plus, the neat thing is it's all right within Edge itself.

Where is "It"? (Depends where one looks or reads). IF you are meaning in the ellipsis, it was always S there. But, has (& does) say/show X in "We've updated you..." for someversions or in some blogs & articles. The info from Edge Beta .49 has S. The same blogs for Dev & Canary have X.
This is 'interesting', too... somewhere in one of the "We've updated you..." blogs, talks about Talk to Type (in Edge) as if it's something exclusive & NEW. A bit bizarre... Win+H has been an ability in the OS for a long time; can be used to write anywhere, Edge or Notepad or Word or _____; it's not peculiar to Edge nor is it "New".
