Build 21277 - Hauppauge WinTV software stopped work

    After reading through all the German posts at

Of many users with various TV Tuners that stopped working correctly under Win 2004, I found a combination of software changes that worked in letting me run my HVR-950 under Win10 21354.

1. Install WinTV v8 downloaded from Hauppauge's website.
       wintv8setup_35167.exe
2. Install the drivers noted earlier in the thread.
       wintv-hvr-850_950q_driver_all
3. Go into AV and disable all system wide app protection settings from randomized address space to everything else.
4. Go to the German thread and download the other drivers.
   wintv-hvr-930c_driver_5_2020_0406_38260 This one will report no compatible device found and exit.
   install_driver_hcwembda_5_2019_0221_37057.exe This one will report compatible device found and exit.
5. Reboot.

In device manager, the WinTV HVR-950 will appear as the WinTV HVR-980. It will list a driver date of 9/16/2020 and version 5.2020.406.38260.

The WinTV.exe has a file version of 1.2.35262.0 4/18/2019 10:58.

WInTV V8 now works correctly with no stuttering and will display and record live TV just fine. 

As others have noted, something in Win2004 changed that messed up live TV for many users. They have had to scour the internet for various drivers, even building their own Frankenstein drivers package in order to get their TV tuners to work correctly.

Again, it is not clear what exactly changed in 2004 that killed so many working TV tuners, but at least for the case of the HVR-950, it is a matter of combining various driver download(s) with the latest WinTV v8 download to get it to work.

I'm not sure what is exactly required yet since it is nearly 1am, so I'll call it a day.
I'll continue in the morning with a full system reinstall of Windows + wintv + separate drivers package to test to see if this, and not antivirus settings changes, is the fix.

If so, it will then be a matter of having Hauppauge bundle the drivers with WinTV v8.

Not bad for a months-long hunt for a solution to fix this silly issue that should have never cropped up for so many TV tuner users - something definitely changed in 2004!

I see your point about the chipset differences that may result in the end of support for the HVR-950 on 2004 and higher. However, the stuttering USB device issue affects users with non-Empia chipsets, such as audio i/o devices as well as SD card readers attached to the USB root hub. Because this affected users who upgraded to 2004 on a broader level, this suggests strongly that something deeper within Windows, perhaps the USB subsystem, has been negatively affected by 2004 updates.

Additionally, a much higher LatencyMon result on the same hardware in 2004 vs 1909 strongly suggests that something is causing the stuttering that is reflected in the high latency values.

But nuances and such aside, the focus on the Insider program is to report bugs and problems so that they can be directly addressed.
Hardly likely that a company the size of Microsoft with billions of dollars in resources and manpower can't tackle such as simple issue as this, right?

1. Tested SichboPVR.
       Same result as before - A/V Stuttering across all channels.
2. This issue is not isolated to 1 single, older A/V device.
       It affects newer A/V devices as well as noted across the other complaints of 2004 causing A/V stuttering with USB connected A/V devices.

    This immediately suggests that there is something wrong going on within Windows itself, perhaps in the USB subsection or related services. Because even playback of media on a SD card was noted by one user to cause stuttering as well in 2004, this is likely not a 1 old device problem - it is a widespread problem introduced deep within Windows from 2004 onward.

3. I know I can go with Linux. Or simply 1909 Windows.

    But the idea of the Insider program is to FIX THE BUGS, not to turn a blind eye.
