On all devices where I change Beta to Dev it find this same Update Stack Package and next Check for Updates find build 23403.1001
Now updating two VM's running on Win 10 Pro host to Dev and Canary builds.
Build 23403.1001 is out to Dev Channel Insiders

Anonymous2023-03-09T03:42:48+00:00 This doesn't make any sense; this system was just updated 2 hours ago, and it is at the latest Dev Level.
Yet the update is not showing in update history.
The update doesn't show on a VM either but the Stack Package does which was installed at the same time. 🤷♂️
Are you getting the red message on insider page to check for new updates, or does it show up to date?

Tried 3 different methods ( All 3 worked and 23403 was installed.
- Restored a recent Beta image backup to the SSD used for Dev builds and switched channel from Beta to Dev.
- Restored an old image backup for Release Preview build (22000) to the SSD used for my Dev builds and switched channel from RP to Dev.
- Restored the image backup for the most recent Release Preview build (22621.1344) to the SSD used for my Dev builds and switched channel from RP to Dev.
You missed one, from Windows 10 to 23403. 😉
